Senator Professor Khurshid Ahmad, ‘naib amir’ of the Jamaat-e-Islami (JI) and leader of the Independent Group in the Senate, on Thursday took exception to President Asif Ali Zardari taking positions on issues of strategic importance, which he claimed was contrary to the constitution. 

In a statement, he expressed his serious concern over President Zardari’s videoconference with an Indian daily and said that the president had raised certain fundamental issues which could not be allowed to go unchallenged. 

Professor Khurshid said that even under the mutilated constitution, the president did not have the power of the chief executive of the government and as such had no constitutional right to take positions on issues of strategic importance and make controversial statements on global forum in respect of matters relating to state policy. 

“It is only the prerogative of the parliament and that of the cabinet to take position on such issues,” he emphasised. Similarly, it was not the business of the president to undertake foreign policy missions and try to strike deals with other states. 

He contended that the president was only the symbol of the state and except those matters where he has been given discretionary powers (even which are in dispute and the parliament and the people have expressed their commitment to get rid of them), he has no right to take executive policy steps or make declarations on issues which have not yet been settled by the parliament. 

“His statement about no nuclear first strike is a political blunder and is tantamount to virtual negation of the whole business of nuclear deterrence,” he stressed. 

Likewise, Professor Khurshid pointed out that his outburst about making India and Pakistan one economic zone was not only an economic absurdity but looked very much part of the political game US and India were playing in the region.</description>

ISI chief got cold feet and not coming and sending one of his low ranked unanamed officials. Brigadier saheb, i want to add one thing to your post. TRUTH. Every intelligence officer knows TRUTH in his heart and does anything which he percieves good for his country as decided by his  superiors.
The attackers have come by sea and landed in a fisherman's beach in a rubber dinghy and met by a suprised local. He thought they were some students but was surprised at the heavy bags they carried on their backs.Now the dinghy was launched from a fishing trawler KUBER of porbandar whose owner was BEHEADED while his 5 employees who were with him are missing.The fishing trawler was intercepted by a big container ship carrying cargo to vietnam which sailed from karachi. Out of 25 terrorists who came in two batches by sea only 1 is captured alive Ajmal Amin Kamal of Faridkot of Pakistan.It is this guy your ISI chief was coming to interview along with other material recovered along with satellite phone intercepts which these trrrorists were carrying.
  LET chief must be basking in his glory that his boys have caused such havoc to a world heritage monument(taj hotel) along with kiling the Jewish Rabbi of chatham house and his wife at nariman house. They killed nearly 200 ordinary Indian railway passengers at CST terminal(another heritage site), then proceeded to the 7 star hotels to kill the foreigners by seperating Americans and Britishers.
  You must be knwoing about Faisal Haroun one of your operatives who used this sea route in 2006 and giving support to LET cells in Hyderabad India.It is natural for any intelligence service to creat assets in enemy country (as you call India) but another thing to operatanilise them to kill innocent civilians and others staying in hotels or travelling in local trains. You Government says it is not responsibile for actions of Pakistani citizens who are not in its control.These guys in early twenties had training in operating sea as well as land assets(just like SEALs).Who gave them training? who financed them? Personally i feel it is launched by SAUDI ARABIAN princes who are targetting Two fincial centres in india and pakistan(Bombay and karachi) which used to flourish during British times.Now it is Dubai,sharjah,riyadh etc.personally i am advocating in my commnets and posts

I fail to recognize the negative effects of this move. When a neighbor's house is burning you do go out and offer help, it's always appreciated. In addition to this, ISI's involvement in joint investigation would help us all; after all the terrorists, irrespective of their origins, have inflicted enough wounds and caused plenty of death and destruction on this side of the borders, too. 		<description>I think it is a good idea to cooperate with India and develope a joint strategy to fight our common enemy. Terrorism does not have either a religion or nationality and should not be provided any legitimacy by anyone. ISI Chief's visit and coordination in investigation would be helpful in clearing Pakistan from any involvement in this crime as well as it should help in better understanding between us the neighbors. I don't care where this idea has evolved, it is a good idea. Finding basis for peaceful coexistence between people and states is always good idea.</description>

		<description>If some how we believe that our paper lion PM is ordering our army to sent the chief of ISI as per request of Indian then I think his term would be sooner reduced and we will see his fate like we saw in jamali's case in Musharf tenure. I dont think so that our generals will allow one of its chief to go and give briefing  to Indians,It is only possible till US give orders to our COAS for doing so to satisfy India.
We shouldnt forget that gen shujjah is the man behind all war on terror planning/execution with US forces for last 5 years .He and mehmood durani are master minders of US plans in Pakistani soil.Gen shujja had recently come from US visit where he had secrets meetings with US CIA.He has also made formality of giving briefing to our parliamentarian on war on terror issues and not a single soul in more than 500 people raised any firy questions to that general, that they usually raise when they are in media or in public gathering.So I think new experiments of US plans are going on us lets hope for more worst situation .</description>
