PML-N Pays Heavy Price for U-Turn

The disqualification of Mian Nawaz Sharif, the chief of Pakistan Muslim League Nawaz from the by-elections at the orders of Lahore High Court, has come as a painful jolt to the ultra-adjusting coalition partner. In their bid to defang Musharraf, PML-N was showing flexibility on every issue to the PPP, and they even risked their principled stand on judges restoration by adopting a vague approach upon highly controversial finance bill proposal to increase the vacancies of Supreme Court judges from 16 to 29.

But they have now been given a shocker as their chief is out of the elections and now there is no chance for him to reach the parliament in the near future, because PML-N doesn’t want to pursue the matter more in front of PCO judges. The tape released by PML-N which clearly revealed the voice of Chaudhary Pervaiz Elahi of PML-Q in which the today’s results were assured to him by the unknown voice and that voice implicated many big names.

The argument which PML-N is giving in the favor of the 29 judges of SC is that it doesn’t mean that PCO judges would be placed in it, they intend to appoint fresh judges along with the deposed judges. What a farcical statement, and actually they were trying to accommodate ever demanding Asif Ali Zardari, and now as they stand disqualified, they must be licking their wounds and repenting the moment they trusted Zardari.

The time is still not lost for PML-N. If they want to survive as a party and don’t want to lose their identity, they need to not to tag along with the PPP anymore.

    Shahbaz may lose CM slot: Zafar

    LAHORE, June 23: A central leader of the PML-N, who is also a senior lawyer, is of the view that after Election Commission’s notification that Mian Shahbaz Sharif has been elected unopposed as a member of the Punjab Assembly from PP-10 (Rawalpindi), his seat PP-48 (Bhakkar), on the basis of which he became chief minister for a second time, has fallen vacant under Article 223 (4) of the Constitution.

    Syed Zafar Ali Shah said while talking to Dawn on Monday that if PP-48 fell vacant, it would not be possible for the PML-N president to stay as chief minister.

    And once the chief minister quits, the provincial cabinet also ceases to exist.

    The PML-N leader said the situation had far-reaching consequences for the political future of Mian Shahbaz Sharif as in case he quit, he could not become chief minister again.

    Explaining the point, he said under “The qualification to hold public offices order, 2002 (Chief Executive Order 19 of 2002)” nobody could become chief minister for a third time unless the law was amended with the approval of the president.

    Mian Shahbaz, Zafar Ali said, remained chief minister twice (once in 1997-99 and then after winning the Bhakkar seat in 2008). And if he had to quit and was made to quit, he would not qualify to hold the office yet again.

    He said Shahbaz Sharif could become a member of the Punjab Assembly after taking fresh oath as a representative from PP-10 (Rawalpindi). However, he said, he could not continue as the chief minister.

    Zafar Ali Shah said Article 223 (4) says: “Subject to Clause 2 if a member of either house or of a provincial assembly becomes a candidate for a second seat which in accordance with clause 1 he may not hold concurrently with his first seat, then his first seat shall become vacant as soon as he is elected to the second seat”.

    He said this clearly showed that after getting elected from PP-10, Mian Shahbaz Sharif’s seat PP-48 (Bhakkar) had fallen vacant since the date of the notification.

    Punjab Election Commissioner Javed Khurshid confirmed that a notification for Shahbaz Sharif’s victory from PP-10 had been issued and that by-election on this seat would not be held on

    June 26.

    The PML-N leader held people around Mian Shahbaz Sharif responsible for the situation facing the Punjab chief minister. He said had the political and legal teams given Mr Shahbaz Sharif the right kind of advice, he could have withdrawn his nomination papers from PP -10 after getting elected from PP-48.

    He said some PML-N leaders were involved in conspiracies against Mian Shahbaz Sharif. He said the failure to take back nomination papers from the second seat was a major lapse for which the PML-N president could have to pay a very heavy political price.

    LAHORE, June 23: The Lahore High Court has been moved to direct the Punjab Assembly speaker to disallow Punjab Chief Minister Shahbaz Sharif to enter the provincial assembly because he had ceased to be the chief minister.

    Petitioner Shahid Orakzai said according to Article 223 (4) Shahbaz Sharif had lost the right to retain PP-48 Bhakar seat after being declared the successful candidate from PP-10, Rawalpindi.

    He added the Article 223 says “if a member of either House or of a Provincial Assembly becomes a candidate for a second seat which, in accordance with clause (1), he may not hold concurrently with his first seat, then his first seat shall become vacant as soon as he is elected to the second seat.”

    Mr Shahbaz was declared a returned candidate after a full bench of the LHC disqualified Mr Orakzai as a candidate from the same constituency. Earlier, 28 candidates had withdrawn from PP-10.—Reporter

    Nawaz Sharif, The Most Popular Leader in Pakistan

    Nawaz Sharif has emerged as the most popular political leader in Pakistan today. A striking 86 per cent of Pakistanis have a favourable opinion of Nawaz Sharif who has also seen a steady rise in his popularity, from 57 per cent favourable in the August 2007 poll, to 74 per cent in January 2008 and 86 percent today.

    The survey by two Washington based think tanks , New America Foundation and Terror Free Tomorrow (TFT) find a surge in public support for former Prime Minister Nawaz Sharif and his party PMLN.

    “In the first poll before the elections, our survey shows that Nawaz Sharif is now the most popular political leader in Pakistan. Mr. Sharif’s party, the PML-N, would emerge as the clear winner in any national contest, far eclipsing the current largest party in Parliament, the Pakistan Peoples Party (PPP).”

    The survey was conducted in Raiwind and the sample population was 10 out which 86% said that they love Nawaz Sharif he is most popular among us 8 and 0.6 people.

    Its nothing like that dear. Don’t trust on Shery rehman wordings.

    Even yesterday, Shahbaz Sharif came on TV in Live show. He straight forward said that ” Main Muhammad Sharif ki Aulad nahee hoon ga…agar Supreme Court main Apeal ki on Y’day court decision”. I know that Shahbaz Shairf is more flexible than Nawaz Sharif but these wordings are said by same man. It means they are not going to even appeal for their rights because PCO judges Filth only. PMLN is not greedy of seats and we are with them too. Its not a fight for seats. Its fight between good and evil. Inshallah soon Good will win.

    It is their problem whose sons they are, we would rather concentrate on this court decision and we all law abiding, lovers of judiciary, and admirers of Rule of Law must respect and abide by this history making decision. Thank God it was decided by Punjab High Court at Lahore and not anywhere else by any other courts. Lahore High Court Zindabad - Judges Zindabad - Judiciary Zindabad - Pakistan Zindabad.

    I’m not a cat. I’m giving example that by not accepting actual result…we can’t say that SUB ACHA HAI.

    Aftab, Its my very serious observation that first time in the history…Punjabis have started talking on “LETS GETS SEPRATE” and kick this establishment towards its loves i.e. SIND specially. We always tried our level best to work for united Pakistan but it seems that our dreams won’t come true under things like NRO. I’m by God not supporter of any party. I want rule of law and justice in Pakistan. if other provinces don’t like it then its better that we apply in our province…where majority is in favor of it. We can’t see rapists, killers, culprits, thrives, black marketers living respectfully and innocent are target of them. How much we compromise… We not built Kala bagh for the happiness of other provinces…our and whole Pakistan mothers and sisters are sitting in streets due to no electricity. We are giving more water of our quota to Sind for keeping good relations…our farmers are effecting badly. their lands are getting dry. We are major victims of Dictators because every time dictator comes from Sind or NWFP…why we should suffer now again. Majority of our lawyers are civil society is on roads for justice… they are facing bullets, tear gases, stones etc etc…but still PUNJAB is like Galee on every opportunist. Its better to remain away and fight for PUNJAB only. Its greatness of Punjab Big party that they never used word Punjab…Sind etc. But on other sides… MQM, PPP and ANP uses it for political reasons because they are not sincere and can’t help their areas so uses words…PUNJAB kha gaya… These bloody parties are still with Dictatorship and still not serious to rescue Pakistan. Busy in keeping main leadership away from elections…

I am laughing only on the irony of this whole thing - couple of days they all were demonstrating for judiciary and now that decision goes against their wishes and everyone and his chickens are responsible and we all become the bad guys.

    You are not bad guy at all. this judiciary is not the one we demanding. We demands independent and unbiased judiciary. These judges are fillings bags and getting lands on such decisions. I tell you, its truth. Its not a matter of Lahore or Karachi High Court. These all are after 3rd Nov Judges, who took oath on PCO after getting heavy kick bags. They are not so simple as they looks. They are doing such decisions to defend establishment and not allowing public representatives to reach assemblies. Anyway its part of game and we are still fresh to fight against this establishment.

    Saleem Bhai, honest to God, I am just as tortured by these political ‘madaris’ as you are. I am just laughing at the riddiculousness of this whole ‘tamasha’. Do you think that I want ‘dakoos’ rule us? Do you think it matters to me who the prime minister is, as long as he is honest and wants to serve our people. He can speak any language; he can be from anywhere he can be a Pathan, a Sindhi, Punjabi, a Baluchi. Khuda ki kasam I personally would be happy to salute him and wish that we see that day and see it soon that there is an honest government in place with an honest prime minister and honest parliament and all. and they do something to improve lives of all our people. Now, just relax and hope that something good can come out of all these crisis we have created for ourselves.

    Aftab bhai, thanks for your nice comments. I am also bitten by same kind of group in past. Its not only Politicians problem. Its problem with majority of us. Our parents are seriously very true and sincere people. My father worked on very high position but we all sibling got position in practical life with our own efforts. He remained very helping but never supported or used references for us. same thing is in me. I believes in hard work and I have proved myself on lot of occasions too. I have firm believe after experiences in life that no body stands with you at bad time. People shows their filth inside them at helpless time too. Majority of people even around you will be just because of your status or position. Just see example of Leaders… Musharraf… Every greedy person welcomed him and trapped him in all ways.
    Nawaz Sharif was warm welcomed after getting 2/3 majority…where they went after military Cue (except few)? What happened to Amin Faheem? I’m taking these recent examples because they are known among us.

    So my trust from this society has been lifted. I not trust on any body and uses my observation to take next step. I have seen such such people who seems very innocent but internally big evils. I have meet few persons also…who seems very wicked but actually very humble and sensitive. Full Over Hauling is required to take back this society on track. We are neither good Muslims nor pure westerners. This unstable and double standard position is killing all of us.

    I do apologize that I might hurt you on several occasions but my intentions are not to hurt any ethnic group. I have very close friends from Karachi and Hyderabad too. Only politicians tries to catch people emotionally by raising provincial issues. Allah Bless Pakistan.

    Imran Khan is paying the political price for not taking part in the elections. Nawaz is paying the price for not understanding compulsions of PPP. He joined hands to remove Musharaff.By sticking to Justice choudhry agenda, nawaz is showing he is not underestanding the political compulsions of PPP and allowing Musharaff/USA to gainground.

    Nawaz present sitaution is just like a monkey man who is standing under the tree for catching the monkey with bananas in his hand offering it to monkey and each time monkey comes down and pick the banana from his hand and also give him big slap on his face.and returned back to his presidency on the top of tree.
    This is a again blow to embarassed sharref from mussarf and zardari CO on the reply of succesfull long march.He has offered them 29 judges like a banana and monkey gets two in one by slapping on his face.
    So now nawaz should come out of ruling mafia as they have given him their verdict indirectly that they would nt accept his demand and would make the problem so complicated and confuse for general public that no body would again think of standing on such national cause.

    PML-N Quaid Nawaz Sharif is said to have opposed the 29-judge Supreme Court proposal in the Finance Bill and had asked his MPs in Saturday’s meeting not to support this contentious part of the budget, but this decision was neither announced nor implemented.

    PML-N Secretary-General Iqbal Zafar Jhagra confirmed to The News on Monday Nawaz Sharif had asked his MPs not to vote for 29-judge Supreme Court Finance Bill proposal. Another senior Leaguer, who had also attended the party’s meeting at Jati Umrah, Raiwind, endorsed Jhagra’s information whereas Ahsan Iqbal, the PML-N top media manager, said no such direction was ever given.

    Ahsan Iqbal blamed the media for the controversy on the issue but Jhagra admitted Nawaz Sharif’s directive was not properly conveyed to the party MNAs, many of whom were sitting in the National Assembly when the contentious part of the Finance Bill was adopted by the House.

    Referring to Chaudhry Nisar’s statement on Monday in the National Assembly that the PML-N had abstained and not voted for the controversial 29-judge SC provision of the budget, Ahsan said this was also done to respond to the controversy created by the media.

    Ahsan confirmed Nawaz Sharif was not taken into confidence when Ishaq Dar had proposed to the PPP to include the expansion of the Supreme Court proposal in the Finance Bill, but said the PML-N chief never passed directive not to support the 29-judge Supreme Court proposal.

    He said the party leaders were given the impression by Ishaq Dar that the voting for the judges’ part of the Finance Bill had already been done so the party meeting accepted the expanded Supreme Court as a fate accompli. Ahsan said the voting was actually done on Sunday.

    Ahsan said he was directed by Nawaz Sharif to formulate his party’s stance in writing and circulate it to all the party leaders, explaining that the PML-N does not accept any PCO judge and seeks the resolution of the issue in line with the Murree Declaration.

    Contrary to Ahsan Iqbal’s claim, a senior respected leaguer told this correspondent, on condition of not being named, that Nawaz Sharif was extremely unhappy over the 29-judge proposal and had clearly said he would never support any such proposal.

    The PML-N leader said Nawaz Sharif, while announcing his decision that the Financial Bill’s proposal would be supported by the PML-N, also directed Ahsan Iqbal to formulate the party’s policy for the media.

    The source also disclosed that a vast majority of the party leaders were highly critical of the 29-judge proposal and there were even occasions when some of the leaders used quite harsh language against Ishaq Dar.

    Dar, the source said, while explaining his position, argued he had initiated the proposal for the purpose of getting the deposed judges restored at the earliest and avoid unnecessary delays. Dar, however, also told the meeting he does not want regularisation of the PCO judges.

    Iqbal Zafar Jhagra also confirmed that there was an overwhelming opposition in the party to the 29-judge proposal with the party head also clearly taking the position that he does not accept the contentious proposal.

    Jhagra said Chaudhry Nisar was asked to ensure that the party MNAs do not support the contentious proposal. However, Jhagra explained that Sheikh Aftab, who was assigned the task by Nisar, could not do the job as Aftab was trying to get the direction reconfirmed from Nawaz Sharif but in the meantime the proposal was put for the voting in the National Assembly and got passed.

    Ahsan Iqbal’s viewpoint was that an overwhelming majority of the party leadership did convey in the Saturday’s Raiwind meeting that the 29 judges provision was not desirable. However, it was said that while the PML-N waa part of the coalition so any opposition to the Finance Bill would tantamount to breaking the coalition.

    Iqbal, who repeatedly blamed the media and some of what he called “self- righteous” journalists for creating the controversy, clarified yet again the party’s position that it does not support any proposal for the regularisation of the PCO judges.

    It is interesting to note that the PML-N, whose senior leader in the National Assembly, Chaudhry Nisar Ali Khan, on Monday announced on the floor of the House that his party has reservations about the increase in the number of SC judges. He also announced that the Finance Bill proposal on the issue was not voted by the PML-N.

    Not only that Nisar’s statement does not match with what Ahsan Iqbal says but it is also in contrast to what Khwaja Asif told the media after the Friday’s meeting between Nawaz Sharif and Asif Ali Zardari at Jati Umrah in Raiwind.

    While briefing newsmen a day before the party leaders met at the same place, Khwaja Asif had announced that the PML-N would completely support the Finance Bill. When asked specifically about the contentious 29-judge SC proposal, he said his party would not oppose any part of the bill. In recent days and even on Monday, PML-N spokesman Ahsan Iqbal also did not find anything wrong with the increase in the number of SC judges.

    I am 110% confirmed that PMLN won’t support these PCO judges in any way. Its PPP, who is trying to project PMLN image as they have accepted PCO Judges. Nawaz Sharif is not a baby. Shahbaz Shairf is also best administrator in the history of Punjab. They only tried to keep contacts with PPP so tomorrow no body stand and blame that its PMLN who derailed democracy for personal reasons. PMLN has categorically said on several occasions that they don’t need any CM, Ministries or other seats if judges will be not restored. PMLN last government was kicked out just because at time PM stood against Military dictation. At that people remained silent but today they regrets on that Military Cue. I don’t want to mention facts in clear manner but Nawaz Sharif is victim on this system. He won’t be part of this PPP-Mushi game. You you think that he is baby who not understood bringing Salman Taseer as Governor. but it will become dream for PPP to come in Punjab as big party. PPP has betrayed people and has charged people. Nazia, this time its different Punjab…a Punjab who wants justice and rule of law. In given circumstances… PMLN is not bad option to lead as political party in this effort. Please give them some time.

    I always enjoyed the liberal culture of punjab and consider its administration as one of best in Pakistan .Shairf brothers are definitly better leaders as compared to other feudal characters as people of urban cities of punjab never let them to create loot and illeterate culture as being done in other provinces where strong feudal characters are fooling the people on their family name and loot property that they have recieved from their forefathers for favouring britsh empire.
    Sharif’s performance would be judged when they would come in power as this moment they basically want to remove mussarf on personal revenge.If they were true leaders of democracy they didnt opt to live silently in Saudia arabia untill the crises of judicary has appeared to shake the pillars of dictatorship.Shabaz again doing well in maintaining deterioted conditions of Punjab but further six months would be required to judge his leadership qualities.Again I would say the its the quality of urban culture of Punjab that always forced corrupt management to retreat thats why they always change their vote power as per circumstances.Surely It is not like karachi where people are deprived of power,water,,jobs, sense of security but give more than 100% vote to mqm .If he really supports lawyers movement and truly in favour of free judicary then his actions should be synonmus to his firy comments but accepting the trap of 29 judges and stopping lawyers for sit on positons on 12 june has made his position quite suspusious.Lets hope that this illegibility might give him more political wisdom for taking right steps.

    Saleem Sahib, what a great job you did (putting this message of Bulleh Shah here for us all) and its timing could not be more adequate than right now. I honestly and sincerely wish that we all and these politicians would just ponder over the message. It might help to understand and might make life a little more endurable. It is such a power lesson, only if we had the wisdom to benefit from it.
