Naked Sewer Holes or Death Traps . . ?

Jobless people especially drug edits use to steel and sell items of lesser worth like time clocks & ceiling fans from Mosques, cover of sever holes (especially when it is metallic) etc.
Such naked sewer holes become most dangerous at nights. Tyre of any car may get into it, or a person going on a bi-cycle may get injured due to it or a person may fall into it. Such naked sewer holes may become more dangerous when they become chocked and rain water accumulate on and in its surrounding.
Such naked holes even more dangerous in the day light for infants and kids. Around the country, Many dozen children of small ages have been died by falling into such traps and we still ignore such death traps.
Who is responsible for these death traps? Are there any rules enforced to punish the responsible?

While poor people steal cast iron manhole covers for little amount of money and knowingly cause injuries and even death. a clan of 500 families mafia with inter marriages, exchange favour brotherhood, give and take united only on greed and power, are set out to rob everything this nation got. Yes there are rules enforced within this universe imposed by it’s creator, It finally self balances it, when we fail to do it.
