Ministries and Ministers
By Farid Masood • Sep 26th, 2008 • Category: Politics, Worth A Second Look • 5 Comments •In 2002, politicians were barred to contest election without possessing a bachelor degree. This condition was good but was used to oust many politicians who are ‘Juddi Pushti’ land lords having thousands of acres of land, some production units (textile, sugar etc) and many other tangible assets. These are the people who don’t need to study or to do a job for their survival.
They come to national horizon by just spending money in their respected Constituencies, most of the time supported by hidden hands and sometimes due to change in national scenario to become members of national / provincial assemblies.
People who do jobs read newspapers’ “job advertisement sections”. There we may see two sections under every job, one is qualification and the second one is experience. As the level of the job increases there are many virtues to be demanded as interpersonal skills, team player, work under high-pressure environment, willing to travel extensively, foreign qualification is added advantage, proven success background etc.
Above and other un-mentioned qualities do exits as pre-requisites for a job. The reason behind this is a person to be hired must have ample knowledge and experience of his position so he/she may introduce new projects and may guide co-worker and juniors for the tasks performed flawlessly.
If an organization asks such and such qualifications and experience and added advantages, why we in our government allow having bachelor of arts degree to be minister for information technology, or a owner of a shoes company to become defense minister, or a person having masters in irrelevant subject can become a prime minister etc. A company paying a few thousand rupees may ask for such things and where fate of a country is involved we don’t have qualified politicians to run country on the road of success. Do we not need a Finance Minister to be expert in that field, or a Defense Minister should have some knowledge of defense and strategic issues, or a Foreign Minister with some relevant qualification and experience. There is something also to be done on part of Election Commision.
Due to all this poor intellectual levels we start to blame that government’s middle machinery not letting us to perform. When you cannot direct your staff / sub-ordinates for that you are appointed then this will remain happening that a file comes on your table and you have to sign that whether decision / project to be signed will prove good or bad for the country.

Dear Author, I do not agree with you on this that a cobbler / shoe maker can not be a defense minister, or a cloth merchant can not be a minister of health. The ministries are run by the secretaries of those ministries. The task of a minister is to give them the vision and ensure that the bureaucracy does not become head strong.
Yes education is important and I appreciate Musharaf’s decision in 2002 elections in which he barred those with below BA qualifications to run for the parliament elections. I wish that law would have remained enforced. That law was recently removed to facilitate Mr. Zardari, as he is not holding any credible BA degree.

you are independent in you opinion and more than right, but in such secretaries dependent scenario can we expect any change in government system?
