Ethnic Discrimination in Pakistan

While going through Motorway police website I came across something really interesting.  I knew there must be some point “worth discussing” in their Job form and fortunately / unfortunately a weird aspect is found which is indeed a matter of shame for the nation and for those who are against Merit.

Motorway Police Job Form gives a true picture of ethnic discrimination  in Pakistan against Urdu Speaking Karachites (who hold Urban Sindh Domicile). In domicile column 8 territories are defined

1- Islamabad
2- Punjab
3- Sindh (Urban)
4-Sindh (Rural)
5- NWFP
6-FATA/ Northern Areas
7-Balochistan
8-AJK

After reading above territories  any sensible person can easily pick the odd man out. Urban Sindh!

Despite having better academic qualifications and professional skills, Urdu Speakings/ Karachites have suffered discrimination in public services and in the armed force . Its not that they are less patriotic or not fit for the armed forces. Its about their share they deserve being literate and capable.

The population of Karachi alone is over 15 million — about 10 per cent of Pakistan’s entire population yet the city  has a job quota of only two per cent in the government organizations.

Instead of assigning quotas and to give opportunities to the illiterate population why can’t our authorities build schools and technical education institutes to bring illiterate population on merit and If quotas are that much necessary and are required in Sindh, what about the other three provinces? All the provinces have rural-urban divide, their rural populations have been deprived of jobs and admissions compared to urban inhabitants. Why does the question of quota revolve around Karachi only ?.

    Listen my good man. I know what you are saying & how you feel about it. It is, certainly, what Hassan Sahib (another good man like you!) calls it “a serious issue!”. Which it is. But then what are we going to do about it. Thing that comes to my mind is that we all must strive to maintain the tradition of our forefathers - work hard and strive to make ourselves better educated & better equipped to go for better jobs and leave the ‘Chowkidari’ to traditional ‘Chowkidars’ (expect some “explosions” here!).

    By the way, to me the problem appears more of economic nature than “ethnic”. A Punjabi or Pathan or Sindhi or Balochi person living in urban Sindh would put this fact on her/his employment application form, too - wont he? Would this not as much “disqualify” him as me (if I was an applicant from urban Sindh but spoke a language other than their’s) ? Am I, too, wrong to call this an economic discrimination rather than ethnic. Do enlighten me, please.

  3. In Pakistan apart from Punjabis, Faujis and Molvis, everyone else is an achoot of varying degree.

  4. The system of Quota was introduced by non other, Zia ul haq. Like many of his legacies this is one that needs to be get rid of, sooner the better. It is a system which discourages ability and talent, but then again Pakistani society is not a fair one to begin with.
    Up till that I agree with the author, after that I dont. Please Tanzeel answer few questions here:
    Why there is an Urban Sindh and a Rural SIndh, shouldnt there be one SINDH, just like all other provinces?
    Out of 18 million inhabitants of Karachi, what is the population of Urdu Speakers? Now dont say 15 million.
    Instead of criticizing the whole system you only choose to talk about, not mentioning Karachi as a separate entity?
    The question of quota does not revolve around only Karachi, but the whole country. Get out of this victim mentality you will do yourself a favor.

    I am not sure but I think this provincial law was made in bhutto regime as he wanted to please sindhis.Furthermore our urban politicians of Sindh used it for their personal benefits.It is job of political representatives to eliminate this ethnic factor from our departments but as they have their own interests in this way so all are over looking.
    Actually at this moments people from Sindhi backgrounds have started over hiring in this zardari era.Even in army welfare organizations army officers having ethnic colors specially from sindh who have support of ruling waderas are by passing the normal queue of GHQ for hiring in semi private organizations.Makhddom ameen faheems from sindh and makhddoms of Multan are full in loot program for overhiring the people of their constituencies/relatives in govt departmenst without considering the range of quotas or availability of resources for these departments.

Aftab, but most of Non Urdu Speaking Urban- Sindh- population have a chance to make their domicile from their native areas and I have personally seen those guys doing that because they know their limitation of being Karachite — Moreover urdu speaking population in Urban Sindh is more than non-Urdu speakings and the quota allocated to them is too way too less because Karachi is a house of non Urdu speakings too so in a sense even Urdu Speakings don’t enjoy full quota of 2%.

  8. @7= MQM ? From where has MQM come here ? Did I even talk about MQM in this article ? or you want to imply that all Urdu Speaking issues are related to MQM ?

  9. # 4 (Mac Nurv!!!); Lets say it is not 15 million for your, pleasure, sake. How much do you reckon it is? Would you settle for, say, 13 million? If you do. Take out your little calculator and tell what percent is 13 million of a total population of, say, 165 million ( I am assuming you know, at least, how to handle this little calculation with the help of this equiptment). And how does that number compare with the magical 2% - do you agree we have some problem here?

    But I am being generous and putting all the blame on the poor economy and asking to let the pie grow so that we all can get our share according to our need or ability. This is what you have government for to make sure that there enough jobs there & all the citizens have equal opportunities to save us from ‘dog-eating-dog’ eventuality.

    One more thing, we gotta grow out of this who-did-it syndrome. A wrong is a wrong and must be reversed and corrected and the sooner it’s the better it’ll be for us all.

  10. Well, this is a matter of shame, started by democratic ppls, run by democratic ppl no body utter a single word against it, well all government services are sold to party worker or person who can bribe seller.

    Advice: the only option left for Patriot Pakistani is to leave Pakistan as soon as possible if you want to remain patriotic otherwise system here wouldnt let you be anymore

  11. Segregating communities in to allocated theme even for employment as quota; express the expression of interest of the designer.

    In this strategical stratagem designer endorse quality over quantity thereby disregarding merit over place.

  12. Why can’t our government do away with this quota system and replace it with some meritocratic system, so that only the best of the best make it to govt. positions, regardless of their ethnicity or domicile?

    I cannot agree with you more on what you have mentioned. Quota system was introduced by ZAB to please and favor illetrate sindhis. Secondly MQM initially have raised this issue to incite support of urdu speaking people of urban sindh but later on put it on the back burner when it tried to be a part of main stream politics. They also changed their name from Mohajir Quami Movement to Motahidda Qaumi Movement during this process. Lastly, when it comes to give favors to your nears and dears, every cirteria is set aside and all the rules and regulations are flouted by the influentials and their authoritarians.

  14. Aftab, first its not 13 million as well, please do not dole out stupid population statistics of Karachi used by different political parties, predominantly MQM. Since you suck at sarcasm and calculations both, lets do a simple enough calculation for which you wont need a calculator.
    The total population estimated for Karachi is 18million, lets break it down out of that 1 million around 51/2 -6 million are Pakhtoon, over some 3million Punajbis (5+3=7), around 2-2 1/2 million sindhis, so add that to the equation that makes 9. There are two million mixed ethnic groups as well, this effectively takes the number to 11 million. Are you with me so far, if lost read the paragraph again, this time slowly so it can settle. So the total number of population left is 7 million. You dont need a calculator for this all you need is a bit of gray matter.

    Secondly facts are facts, they have very little to do with generosity or other wise. Again a system which is basically flawed can not render a workable solution and expecting this from it can only be said as foolishness. The situation is very tricky, as it is clear that the population from rural areas can not compete with urban ones, why because of lack of education and opportunities available to them and whose job is it to ensure, again the government. Unfortunately like every other thing in Pakistan this system has also been exploited.

    Please who did it is as important as why it was done, it has to be realized by this nation. Do not come down with stupid arguments such as we only need to move forward cause if you will always be doing that when will you actually learn.

  16. The Mohajir community has often been discriminated against. It is really ironic that we Mohajirs whose forefathers played pioneering role in Pakistan Movement have been subjected to such discrimination. Even now, the PPP and PML-N are conspiring to do away with the democratic city government system everywhere, especially in Karachi, where the MQM led city government under Mayor Syed Mustafa Kemal has been working vigorously day and night to make Karachi the best metropolis in Pakistan.

    Go ahead & read what you seem to be so pleased to have written above & ask yourself if even 7 million represents 2% of 165 million.

    There is a better way - shut your little brain & close your eyes - bingo ! Muhajirs have ceased to exist. Practice this often - it’ll reduce effects of deep rooted fear & hatred that haunts you.

    what ZAB did was now our past almost 30 years have passed why this law is still persisting even urdu speaking people is on the legislation for last 15 years in Sindh assembly.Living like kings men throughout and grievances like step children ,Is it not part of hypocrisy or some kind of habitualness of creating self pity situations.
    Thousands of mqm men are killed but only 2 to 3% have got judicial inquiry under longest mqm governor rule.Two days back strong ex MPA of mqm was killed with his sons like stray dog.Whose responsibility was there to probe accordingly as he was charged as killer of maj kaleem of Hyderabad.In that case Ishrat ulabad ’s name was also included in this FIR.Now see Abbad has set his price as governorship under ISI services and poor urdu speaking men have fate to kill like stray dogs.
    Before creating self pity conditions for special groups in Karachi come and see the pathetic conditions of poor peoplein southern Punjab.Nobody has seen any developmental changes in balochi culture for a long times so what about their short comings.
    Swat destructions was in front of whole Pakistan.What ever has done here is beyond to say in words but it is all reality and put in the accounts of worst management of military establishment.
    One thing urdu speaking should hold as record that their forefathers are not special to sacrifice for creation of Pakistan.All contributed as per requirement.Those who migrated in Karachi or Lahore or even in country areas took all benefits from states specially in land loot mela.karachi area nazimabad,FB area and in Lahore Ichra, mozang ,In pindi harley streets like areas were distributed to these migrants on the basis of false papers and all communities got benefits through this process.
    So it would be better to end these grievances as part of continuous ruling for a very longer period.if you cant achieve the goals then it is your poor governance and weak leadership.Nobody interfered in mqm matters after 1995 military actions.

    Would you ever stop your senseless hate infested ethnic propaganda? MQM Governor Ishratulibad is doing a great job overseeing development work in Karachi and the rest of the province. Mohajirs are the true founders of Pakistan and even today, Mohajirs are busy rebuilding this country!
