ERRA : Speed it Up

The donations and aid poured in in the initial months, but then it diminished greatly adding to the difficulties of ERRA.
But still ERRA has got budget and resources to build what it promised earlier. The projects of new Muzaffarabad city, Bagh and Rawlakot cities should have completed this year, though now the chairman ERRA says that it would completed early next year. ERRA’s performance so far is encouraging and not so bad.
Rs2 billion had been disbursed to people to reconstruct their homes. Many schools, hospitals, banks, offices and roads in the effected areas were now operational. 356,451 houses had so far been completed.
Much work has been done by ERRA, but it needs to expedite the work, as even after 3 years many a people are still suffering.

Dearest amna, it is very nice to see you on the platform of real and existing issue, as an emblem and flag bearer in the run as reformer for an issue which really need to be scrutinize and highlight again and again as Pakistan like other countries is on the threat of same fault line of repeated disaster that may reoccur (may god keep every thing under his control) the very next moment.
It is very interesting to express my feel on the issue as I being a victim who felt the jolt the minute before and after it started. Although it may not be beneficial on the theme and subject of your artice but the concept ,that I feel and perceive,needs to be floated so to take measures other than the rehabilitation so to encounter another (god forbid)same event.
7.6 magnitude earthquake, struck Pak- India border at 8-50 am, Saturday, 8th October, followed by over 140 after shocks ,82000 killed ,3.3 million injured /homeless ,1000 hospital destroyed ,17000 school children died , 18000 school in Pakistan and Pakistan administered Kashmir destroyed and etceteras/etceteras.
Although it is very un impressive and un ethical to recall events that has gone through writers life, especially when drafting a letter or contributing discussion and suggestion on a topic, but there are certain events that require to be quoted with reference to the attached paraphernalia’s as they occurred, in order to give way to the discussion, so that it may assist in opening a new direction for solution and ways of rectification.
Saturday, 8-30 am, morning of, 8th day of October, 2005 .I was posted in Pindi military hospital as trainee surgeon .Due to hectic engagements at the said institute, I woke up a bit earlier, although it was a long weekend in army, a holiday and I had planned to get groceries for my home as during working days it was impossible to get thing done. Ramadan was approaching and, I was bit worried due to my addiction to smoking and tea. In addition to such unwanted habit, a very long day engagement of weekend duty in strict military environment among was creating an atmosphere of unpleasant ill feel. The feeling had also assisted my reservation, for, I was on a call as first surgeon at hospital, the whole day till weekend for 54 continuous hrs .This effects was in lieu of my worries that how will I manage my habits in such a extreme environment of Ramadan .At this point it is worth mentioning that, “I wake up with a cigarette in mouth and the very next moment, tea to follow”. With irritability and torturing fears of my addiction, I took few sips of tea and few puffs of cigarettes anxiously, and deliberately ignoring to overcome my coming days of problem, my thoughts were breached by the rattling noise being produced by nearby iron windows. It must be a truck passing by, that has just taken a route as it was normally appreciated. I satisfied my self and taking another sip and a nice puff, but the noise still bothered me to get my attention to look at it in any case, I took a deep puff watching the windows till it took me to the doors which were too vibrating to regard attention but I still could not make up or recognize but was a little more surprisingly astonished that, why is it continuously vibrating. With an annoying mood,, poked by the rattle, I took another sip and then it was a sudden jolt followed, as if every thing has taken at 45degree of angulations in a minor of second and rectifying immediately in similar glimpse of next second, however the very next moment, momentum of vibration took over with more extensive thresh hold .I realized in the same fraction of time that it is earth quake jolt and ran immediately towards my bed room to get my family out of the house. The thrill continues, and it was in my opinion and assessment that I can make out by minuting the work done during that time, it stayed lasting for another 1minute 40 second or less followed by acute phase of quietness’.
Being unaware of the resultant disaster produced and outcome of the said jolt ,I got ready for the duty ,and reached emergency reception of hospital to inform that I am within reach at my number and will be back in half an hours .Here I was inform that there has been an order from commanding officer , that surgeon will not move from the emergency department, prior to permission and relief, this was in lieu of expected casualties ,if at all, due to the earthquake .Ignoring the order and replying in agony and irritability I inquired at my staff saying that “patakha bhi phut jata hai toe fauj mein emergency lug jaati hai” . “Just hold the department till I am back” .After doing what I intended to do .I came back and was informed from my senior staff that vehicles are being moved for providing medical cover as there has been some casualties in and around slum areas of Pindi and we are expecting numbers of casualties .At about sometime between10-45 and 11-30 am, we received our first casualty of two children about the age of 6 to 8 years , severely bruised, crushed and shocked followed by few more casualties ,and then it was as threatening as every body has seen and witnessed .
Time has again reacted to console the ailment of disaster removing the pain, agony and after effects like mother of all relief and creating an impression that it was the last episode of what has never been required and will no way regain entry among sufferer again.

“This is the point of consideration” .
Are we ready to bear and cope the same natural calamity again, may god be kind enough to save us, managing to encounter effectively? .I see or hear no answer from any one or any where. “No! Not, at all”.
A ,real fact that threaten and alarm the deficiency and aptitude in all subjects of unforeseen event ,whether natural disaster or man made .This fact is again assisted by our self attitude and lack of motivation , moral ,enthusiasm and willingness to regard such an essential and potentially dangerous vacuum.
Indian father of the nation (Mohandas Gandhi 1869 -1948) has nicely addressed his people as “you must be the change; you want to see in this world”.
Why is it that we still, are waiting for a miracle to exercise its power of execution and implementation in our day to day requirements, to reform us to a flourished ,well mannered ,organized ,well manage and planned society . Why the element of sedentary attitude has taken preponderance over our tendencies, aptitude and Will to react and fight back the Mother Nature, culminating us into a person unable to look after himself. What has created dependency in our routine attitude? Do we need more experiences to establish and reorganize ourselves? Are we satisfied with the future threat and our ways of engagement to encounter?
There are so many questions that need to be answered by all of us. But in order to be answerable to our own selves we need to disengage our selves from the core of lust and witness in a verifiable manner, the liabilities ,essentials ,priorities and future of the offspring ,as the foremost requirement of our future.

This phenomenon of constant reexamination and watch creates a session of continuous accountability with our self and with the society .thus shaping to create and develop image within the community, acknowledging in the form of developed nation.
(Anais nim), regards this constant watch as “we do not see things as they are; we see things as we are”.
Critically evaluating the surrounding and our reactions to different effects justifies the need to an organized unified equally enable ,fully trained and professional setups, filled with the essence of commitment, sincerity and result oriented future .
Although, primary setups do exist in our society, looking after the sight, scene and situations but the level of expertise, reaction time, commitment and organized move can clearly be marked, making and disqualifying for holding the forts.
Pointing out inefficiency and inabilities of such life saving units is insufficient and not enough, as it has always been a trend .by our critics, media, observers and writers, but now the, need is to a get a solution for execution and effective implementation of strategically planned effective medium to encounter situations, by forcing our selves to the international standard of such norms, nature and service protocol.
It is the time to think , restrict and limit ourselves, although to late to be the runners up, to the opinions and advises of functionaries, professional and experts in particular field, to decide, manage ,plan and organize the essentials, by virtue of their expertise and endemic requirement ,in an influence free environment ,to react and neutralize the element of mass destruction and ailments of unforeseen threat.
“What we are saying, what they are saying and what he would be thinking”, must not gain access in any circumstances keeping .believing and remembering that, best possible, expert’s advice has been obtained for rectification of solution.
Although ,achievement of such goal require embracement and affectionate role and care of the honorable rulers, to step down to guard the essential requirement of the people ,but community also need to step up to shake ,wake , make and move the rulers to get desired level of achievement .
There is a very well known concept in communism “a country exist for the benefit of the people and not vice versa”.

Hi amana,
ERRA has done commendable job as far as reports in newspapers go. In India when a calamity like earthquake, or cyclone strikes the feudal rich will not touch the dead bodies or carcass of animals even though their own home might have also been affected. So they wait for the NGOs to come from urban centres and remove the filth. They will not do it themselves. I hope Pakistan is better.
In USA also the blacks of America will not move their finger as they used to do when they were slaves and so katrina affected are getting labour from India to do the cleaning up at subsidised rate!!!!!!!!!!!!

You see amna it looks very awkward to take discussion in to new visionary idea, so to create your importance as some one with special outlook and expert in opinion. To accountable my self, I grant permission for floating a new perspective in this contest. You see it’s all mutual effort of addition to a thought that transformed in to vision classifying it in to a complete chapter.
The above mentioned extract have been taken from my article available on net .you can search it through my name .however ,to upraise you ,the issue although bears a continuous threat in the form of repetition but measure satisfactorily covering the threat has still not been taken.
Termination of events has natural course of console with time .but responsibility at the end of sufferer are separate chapter of verses.
Relief measures, reoccupation, stabilization, reforms rehabilitation, t are long term necessity and can not be put in to the vocabulary of issues. Things that need to be done have to be done .there’s no second thoughts. Whereas the issues lie in the root cause is why such massive disaster occurred. Why measures to dig out such threats were not taken that resulted in such massive disaster in shape figure and numbers.
Dear through out this period we as surgeon and medical officer suffered severe continuous blow to our psyche in the form of depression. as the scenes that went through our sight was intensely damaging ..You can not imagine that the distress when some body is dying in front of you just because, you failed to dig them out because of unavailability of requisite parameters and machinery. People could not reach for medical treatment for more than week .never in my life, through out my 20 years in medical field I came across a single case of tetanus. But during the period children were the victim of such disastrous disease. dear there are so many events to discuss and recall from bagh to ghari habibulah ,and from beesham to dadur and laee.
As to the work of ERRa I have reservation as I have been the part o this rehabilitation process. Similarly the same reservation is to be tagged to the peoples of this are as they have literally shown, lust, and malpractices that can not be mentioned here. May god grant all of us the courage and honor to practice the real essence of Islam?
