Akhtar Mengal Should Change Himself Too

It was good to release Balochistan National Party (BNP-M) chief Sardar Akhtar Mengal. When Asif Ali Zardari could be given pardon of his looting of billions of dollars, then why not Akhtar Mengal for abducting two security personals.

But it was sad to hear Akhtar Mengal after he was released from the prison in regard of PDA government’s effort to reconciliate with the angry factions in Balochistan. Akhtar Mengal was release in order to foster national harmony and to start a peace process in Balochistan for the progress of this province.

But Akhtar Mengal was still stubborn and said that he wanted autonomy for the Balochistan and he wanted full control of the resources of Balochistan and Gwadar belonged to Balochistan and no one else, and other ethnic factions other than Balochis don’t have preference over the Balochis and the Balcohis should have the upper hand.

There is no doubt about the fact that Balochistan has always been used and misused by the establishment and it has purposely kept under-developed and backward. But Sardars of Balochistan cannot be exempted from this guilt. They have always put obstacles in the way of development in the province, and they have always denied the Baloch involvement in the mainstream Pakistan.

These Sardars have always obtained huge and heft royalities, privileges, perks, money and other things from the center, and didn’t ever spend a dime on the common people of Balochistan who have by and large remained ignorant, poor and frustrated. Due to unawareness these Baloch common people consider the center and the Punjab their culprit. It’s not that establishment is innocent, but these Baloch brethren should also get rid of their feudal system and break their shackles, so that they could decide their destinies themselves.

Balochistan, Punjab, Sindh, NWFP, Kashmir, and Northern Areas doesn’t belong to anyone, but they belong to Pakistanis. The people who live in Balochistan have every right over Islamabad and Punjab and on other parts of the country and vice versa. Baloch leaders would do well to not to flame the ethnic differences as they would only add to the skirmishes and more violence in the restive province.

It’s establishment should also get some sense in it’s head. Enough is enough. Balochistan is an arm of Pakistan. The natural gas it produces should first be given to Balochis and then to other parts of the country. Jobs in Gwadar should first be given to Balochis and then to the other. Center should start a polite and rich campaign to empower the Balochis and to dispel the misconceptions about the Punjab. The common people in Punjab are perhaps economically a little better, but they are as subjugated and deprived as others in in other provinces, and only a handful of elite are enjoying the resources of Pakistan.

Operation in Balochistan should be terminated at once. It has achieved nothing and it’s achieving nothing. The presence of American forces should also be wiped out, and all the Muri, Mengal, Magsi, Bugti, Raisani, Zehri and other tribes should be engaged in the consultations and the armed struggle should be terminated. The activities of the Talibans should also be controlled, and it’s the need of hour to guard the Afghan border with utmost vigilance to check the Indian involvement.

Baloch Tribes should join hands with the forces of change in Punjab, Sindh, NWFP and Islamabad and fight peacefully through democratic means to break the shackles of establishment and of the feudal system.

    Wrong decision, by government, any person who abrogate law, and constitution, is a threat to the integrity, sovereignty, exploits and provoke ethnicity, acts and activate state within state ,is considered and treated as traitor, and should be punished as is destined and suggested by constitution and official security act .

    There is a chance that such behavior may act to assist such forces that are in search to sabotage the integrity.

    Similar threat have always been induced by many feudals in Balochistan .slogans expressing segregations and separation and priorities over ethnic and provincial based expression is a disease that should need treatment .

    Any such heroic element that provoke people against people should be attend vigilantly and with due nerves as writ of the state ,and in my opinion such decisions should snot deviate from the policies as it was for bugti.

    I thing there is no understanding about Baloch and Balochistan, we are not going to through the same discrimination,pain and suffering that Baloch people are facing. Punjab writ could not be restore through bullet and cannons, we try it again, kill some more Baloch leaders but this time this will backfire and Pakistan future will not be different of Rome.

    whatever pain and suffering has become the part of this ailing community is brought about their own feudals and lords .please perceive the theme in the light of state .any such committment to disown people and segregate pakistan by any such provincial element or forces regardless of punjab,sindh fata ,karachi or balochistan ,should receive the same treatment what a state has in vest as power.people should realize the fact that pakistan is sindh pakistan is punjab ,and similarly balochistan to sarhad .

    Retired Brig. The correct expression above is “security PERSONNEL” not “security personals”.

    As far as ” autonomy for the Balochistan ” is concerned, it’s stipulated in the constitution that all the federating units (provinces) of the Federation of Pakistan will have full autonomy. Unless, I misunderstand it, I see nothing unusual or illegal or unreasonable in Akhtar Mengals demand for Provencial Autonomy of his province Balochistan. I hear same demand for provencial autonomy from other provinces like Sindh and North West Frontier Province, after all this a right given in the constitution.

    I diasagree with Dr Razaahiader on his views regaring Baluchistan. I think he is not aware of the grivences of the Baloch people. As for as Akhtar Jan Mengal’s case was, it was entirely on poltical bases & on the other hand in Musharaf’s government there were uncountable criminals & looters as ministers, where was the writ of the government then? About seven hundred students of Lal Masjid were being murdered under the nose of Chuari brothers & co; where was the writ of the government then?

    Obligation of Provinces and Federatio

    148.
    (1) The executive authority of every Province shall be so exercised as to secure compliance with Federal laws which apply in that Province.

    (2) Without prejudice to any other provision of this Chapter, in the exercise of the executive authority of the Federation in any Province regard shall be had to the interests of that Province.

    (3) It shall be the duty of the Federation to protect every Province against external aggression and internal disturbances and to ensure that the Government of every Province is carried on in accordance with the provisions of the Constitution.

    149

    (1) The executive authority of every Province shall be so exercised as not to impede or prejudice the exercise of the executive authority of the Federation, and the executive authority of the Federation shall extend to the giving of such directions to a Province as may appear to the Federal Government to be necessary for that purpose.

    (2) The executive authority of the Federation shall also extend to the giving of directions to a Province as to the carrying into execution therein of any Federal law which relates to a matter specified in the Concurrent Legislative List and authorizes the giving of such directions.

    (3) The executive authority of the Federation shall also extend to the giving of directions to a Province as to the construction and maintenance of means of communication declared in the direction to be of national or strategic importance.

    (4) The executive authority of the Federation shall also extend to the giving of directions to a Province as to the manner in which the executive authority thereof is to be exercised for the purpose of preventing any grave menace to the peace or tranquility or economic life of Pakistan or any part thereof.
